Purchasing & Procurement Manager

Our client is a big media production company and they are hiring a Purchasing & Procurement Manager to own and professionalize the procurement function across IMP's corporate operations and live productions. This is a commercially weighted role: you will control a spend base that moves fast, spans dozens of vendor categories, and is tied directly to shoot schedules that cannot slip.

You will build the supplier base, run the negotiations, and put a disciplined purchase-to-pay process in place, while remaining fast enough to solve a same-day sourcing problem on set. The role reports directly to the CEO and carries full ownership of the function, and success is measured in landed cost per production, vendor reliability, and clean, audit-ready control.

Key Responsibilities

• Procurement Strategy & Planning
  
• Own the end-to-end procurement function across corporate operations and live production, translating the annual production slate into a forward-looking sourcing and category plan.
  
• Build category strategies for the main spend areas: production equipment and rentals, set construction and art department, studio and location hire, crew and talent services, catering and hospitality, travel and logistics, post-production and IT.
  
• Work with Line Producers, Production Managers and Finance from the budgeting stage so procurement cost assumptions are locked before a production greenlight, not after.
  
• Maintain a rolling procurement calendar aligned to shoot dates, ensuring long-lead items are secured ahead of pre-production.
  
• Vendor Sourcing & Supplier Management
  
• Build and maintain an approved vendor database across Egypt and, where required, KSA and international suppliers — rental houses, gear suppliers, construction contractors, freelancers, catering, transport and post houses.
  
• Run competitive bidding: issue RFQs/RFPs, prepare comparative bid analyses, and recommend awards on a documented cost, quality, capacity and reliability basis.
  
• Manage supplier performance through service-level tracking, delivery and defect records, and periodic vendor reviews; escalate or replace underperforming vendors.
  
• Develop preferred-supplier and framework agreements that lock rate cards for recurring production categories and reduce per-project negotiation cycles.
  
• Negotiation, Contracting & Cost Control
  
• Lead commercial negotiations on price, payment terms, delivery windows, penalties, cancellation and standby rates — protecting margins without compromising on-air quality.
  
• Coordinate with Legal and Finance on supplier contracts, POs, NDAs and format-related compliance requirements imposed by international licensors.
  
• Track realized savings against budget and report cost-avoidance and negotiated savings per production.
  
• Challenge specifications where a lower-cost equivalent delivers the same production value; flag scope creep that drives un-budgeted spend.
  
• Purchase-to-Pay Operations & Compliance
  
• Own the purchase requisition → PO → GRN → invoice → payment cycle, ensuring every commitment is raised, approved and documented before spend occurs.
  
• Enforce the delegation-of-authority matrix and eliminate retroactive or off-PO purchasing, including under live- production pressure.
  
• Ensure full compliance with Egyptian tax and e-invoicing requirements, withholding tax rules, and internal audit standards; maintain a complete audit trail per transaction.
  
• Produce weekly and monthly procurement reporting: committed spend, open POs, savings, vendor exposure and aging.
  
• Imports, Logistics & Asset Control
  
• Manage import and customs clearance for production equipment and materials, including freight forwarders, shipping documentation, carnets and duty exposure.
  
• Coordinate cross-border movement of gear and supplies for regional productions, including KSA-based shoots.
  
• Oversee inventory, storage and issue/return of owned production assets and consumables; reconcile rentals returned against rental agreements to avoid loss and damage charges.
  
• Team & Stakeholder Management
  
• Lead and develop the purchasing team, setting SLAs on requisition turnaround and quality of bid analysis.
  
• Act as the single procurement point of contact for Production, Creative, Technical, Finance and Facilities.
  
• Operate credibly under production timelines — resolving urgent, same-day sourcing needs on set without breaking control standards.
  

Requirements

• Education & Certification
  
• Bachelor's degree in Business Administration, Supply Chain, Engineering, Accounting or a related field.
  
• CIPS, CPSM or equivalent procurement certification is a strong advantage.
  
• Experience
  
• 6–10 years of progressive purchasing and procurement experience, including at least 2–3 years managing a procurement function or team.
  
• Prior experience in media production, film, TV, events, advertising or entertainment is highly preferred — specifically the ability to procure against shoot schedules rather than standard manufacturing lead times.
  
• Demonstrated track record of negotiated savings, vendor consolidation and building a supplier base from a fragmented market.
  
• Hands-on experience with import operations, customs clearance and freight forwarding in Egypt.
  
• Exposure to GCC / KSA sourcing or cross-border production procurement is an advantage.
  
• Technical Requirements
  
• Strong command of the full purchase-to-pay cycle and procurement controls in an audited environment.
  
• Advanced Excel (comparative bid analysis, cost modelling, spend reporting); working knowledge of an ERP or procurement system (Odoo, SAP, Oracle, Microsoft Dynamics or similar).
  
• Solid understanding of Egyptian commercial practice, e-invoicing, VAT and withholding tax as they apply to supplier payments.
  
• Fluent Arabic and strong professional English, written and spoken.
