Organizational Context and Scope

Under the overall supervision of the Chief of Mission and direct supervision of the Head of Programme Support Unit (PSU), the Project Associate – Development and Reporting will be responsible and accountable for providing general and administrative support to the development and design of new projects, engagement with technical specialists at the International Organization for Migration (IOM) Egypt Country Office (CO) and reporting on programmes/projects implemented.

1.    Maintain an understanding of IOM Egypt’s implemented programmes, projects and reporting requirements, supporting accurate and timely programme reporting.
2.    Draft reports, concept notes, proposals for potential donors in accordance with applicable CO protocols to contribute to resource mobilisation efforts.
3.    In close coordination with Programme/Project Managers (PM), compile donor interim and final project reports aligned to the programme/project objectives, work plans, and timelines in accordance with the project documents and donor agreements to meet contractual reporting obligations. 
4.    Participate in quality assurance regarding project reporting and verify relevant documents are aligned with donor standards and requirements as well as the IOM Project Handbook and writing Style Manual.
5.    Support the unit in project development and reporting tasks within the Project Information and Management Application (PRIMA) system and provide procedural guidance to relevant units on PRIMA functionalities as needed, to support the unit's day-to-day use of the system. 
6.    Conduct desk research and draft background information for programme and project proposals, and maintain the CO’s contact list of all relevant stakeholders, donors and potential calls for proposals to facilitate outreach and identification of funding opportunities.
7.    Draft a range of communication and advocacy products, including letters, situation reports, briefing notes, fact sheets, brochures, Monitoring and Evaluation (M&E) reports, targeted fund-raising products to support the CO's visibility and reporting needs, whenever necessary.
8.    Undertake duty travel, as required, to support project/programme implementation, monitoring, and liaison with field counterparts, to help strengthen coordination between the CO and Implementing Partners (IPs).
9.    Assist in preparing contracts and follow up on the administrative, financial and management requirements of project development, including logistical and administrative preparation for internal and external trainings and workshops to facilitate timely processing of project-related administrative actions. 
10.    Update project-related data in IOM’s portals, internal reporting matrices, Project Matrix, and other documents for the accuracy and reliability of institutional data systems. 
11.    Attend internal meetings, external partner meetings, and/or thematic seminars and conferences and take notes, when required, to support information-sharing and institutional knowledge retention. 
12.    Perform such other relevant duties as maybe assigned.

Required Qualifications and Experience

Education

Bachelor’s/University degree in Political or Social Science, Business Administration, International Relations, Migration or Development Studies, Human Rights, Law or a related field from an accredited academic institution with three years of relevant professional experience; or,

High School Diploma with five years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

Proven work experience either in project development and project management;

Work experience in technical writing, editing, and reporting; 

Work experience in donor relations and report writing for relevant donors would be a distinct advantage;

Some experience in and understanding of monitoring and evaluation concepts; and,

Some relevant work experience in international development or the humanitarian sector.

Skills

Ability to work with a wide cross-section of research partners: Government, NGOs, communities, academic institutions, media and international donors; 

Good English writing skills; 

Good communication and negotiation skills;

Ability and proven track record to prepare and present clear and concise research papers and reports in English and French; 

Good organisation skills, analytical and creative thinking; 

High computer literacy; familiarity with standard word processing, spreadsheet, database, publishing, internet research, and e-mail communication;

Personal commitment, flexibility, efficiency and drive for results; ability to perform research and make effective decisions under time pressure; and, 

Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and Arabic is required (oral and written). DESIRABLE: Working knowledge of French.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
