Senior Cost Control Engineer (Infrastructure)

Role Overview

We are seeking a highly analytical and meticulous Senior Cost Control Engineer to oversee cost management, budgeting, and financial reporting for large-scale, complex infrastructure projects.

Operating at a PMC level, you will be responsible for the financial health of the project, ensuring robust cost control, accurate forecasting, rigorous variation evaluation, and precise cash flow monitoring. The ideal candidate will have extensive experience in multi-package environments, providing critical data-driven insights to project leadership while collaborating closely with commercial, contracts, and planning teams.

Key Responsibilities

• Cost Control & Budget Monitoring: Establish and manage baseline budgets, tracking actual expenditures against approved budgets, and implementing variance analysis workflows.
  

• Forecasting & Reporting: Develop accurate Project Cost Forecasts (PCF), Estimate at Completion (EAC) models, and comprehensive monthly cost reports for PMC and client leadership.
  

• Variation Evaluation: Rigorously evaluate the financial impact of change orders, variations, and claims submitted by contractors, ensuring alignment with commercial agreements.
  

• Cash Flow Management: Monitor, analyze, and forecast project cash flow, identifying potential bottlenecks or funding shortfalls ahead of time.
  

• Cross-Departmental Coordination: Act as a central bridge between the Commercial , Contracts , and Planning teams to ensure schedule progress (Earned Value) aligns seamlessly with cost performance.
  

• Multi-Package Packages Oversight: Manage and track project financial performance across complex, multi-contractor development packages.
  

Requirements

Required Qualifications & Experience

• Education: Bachelor’s degree in Engineering ( Civil preferred ) or Construction Management is mandatory .
  

• Experience Level:
  

  • 12–15+ years of total experience in cost engineering, quantity surveying, or infrastructure project controls.
    

  • Strict Cutoff: Candidates with less than 10 years of experience will not be considered for this senior PMC role.
    

• Specialization: Proven experience or specialized track record in Cost Control / Quantity Surveying.
  

  • Alternative: Exceptional, hands-on cost management experience on major projects may substitute for a formal specialization.
    

• Industry Background: Strong, proven experience in infrastructure projects (roads, utilities, wet/dry networks, massive earthworks) is highly preferred.
  

Skills & Competencies

• Analytical & Data-Driven: Highly strong with numbers, financial modeling, and structured data analysis.
  

• Meticulous Detail-Orientation: Able to spot discrepancies in massive contractor submittals, billing, and financial reports.
  

• Communication & Reporting: Capable of translating complex financial data into clear, actionable executive dashboards and updates for stakeholders.
  

Preferred Certifications & Courses

• Project Management Professional (PMP) certification is a distinct advantage.
  

• Specialized training or courses in Cost Control and Estimation.
  

• Working knowledge or familiarity with Primavera P6 is preferred to ensure proper cost-schedule integration.
